SquidGuard does.
And despite what Joachim Wiedorn said here: http://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=494281
the pb seems not to be solved yet. My current squidGuard is
SquidGuard: 1.4 Berkeley DB 5.1.25: (January 28, 2011)
and I can confirm the /var/tmp is not cleaned up after a squid3 restart.
