Reproduced on precise:

ubuntu at precise-test:~$ /usr/lib/update-notifier/apt-check --human-readable
17 packages can be updated.
12 updates are security updates.
ubuntu at precise-test:~$ /usr/lib/nagios/plugins/check_apt
APT WARNING: 14 packages available for upgrade (0 critical updates). 
ubuntu at precise-test:~$ 

Checking Quantal is a bit more involved, since there won't be any
"critical" updates for Quantal until after it is released.
