The workaround is contained at the bottom of the initial report:

The only means by which I was able to remove the package was to fix
problem by editing "/var/lib/mailman/Mailman/mm_cfg.py" directly and
changing the line in question to:

DEFAULT_SERVER_LANGUAGE = 'en'
