Thanks for taking the time to report this bug in Ubuntu.

I've been able to reproduce this problem in the latest release of Ubuntu
(12.04).

It would appear that the check_load command won't work without a valid
shell for the nagios user.

However there are good security reasons for the nagios user having a
default shell of /bin/false so I don't think this is a packaging issue.

I'm going to mark this as 'Triaged' and 'Medium'.
