[Bug 987535] [NEW] Javascript under /static/horizon isn't served

Similar to Bug #980787

When I browse the horizon page, my web browser gets 404 errors on all the files under /static/horizon - including some js required for functionality.
Adding the line:

  Alias /static/horizon /usr/share/pyshared/horizon/static/horizon

to /etc/apache2/conf.d/openstack-dashboard.conf
fixes the issue.
