[Bug 950193] Re: [FFe] [MIR] Cobbler

Adding a maas-provision task as it is a code-copy of maas. Since maas
will only use a subset of cobbler functionality, this will make its
maintenance burden lighter. Also once bug 975473, the maintenance burden
should be much improved.

Conditional ACK for maas-provision provided:

 * bug #975442 is fixed for 12.04.
