[Bug 979223] [NEW] etckeeper tries/fails to autocommit on clean trees with shelved changes

Public bug reported:

I have etckeeper managing /etc with bzr, and I have some pending
configuration-changes shelved on one of my servers, but the tree is
clean (and "bzr version-info --check-clean" reports "clean: True").
Because "etckeeper unclean" just checks whether "bzr status" output any
newlines, the `1 shelf exists...' output from "bzr status" makes
etckeeper think that the tree is unclean and needs an autocommit in both
`post-install' and `pre-install' actions. bzr thinks otherwise, though,
and `fails' to perform what it knows to be an empty commit; so I see two
failures every time I install, remove, or upgrade any package.

Shouldn't etckeeper be using "bzr version-info --check-clean" to
determine whether the tree is `unclean'?
