[Bug 978507] [NEW] tgt default config should use config.d

Per the documentation, tgt supports include of wild cards like:
 include /etc/tgt/temp/*.conf

It seems to be very well behaved.
$ cat /etc/tgt/targets.conf 
# Empty targets configuration file -- please see the package
# documentation directory for an example.
include /etc/tgt/conf.d/*.conf

$ sudo stop tgt
tgt stop/waiting
$ sudo start tgt
tgt start/running, process 28251
$ sudo status tgt
tgt start/running, process 28251

$ sudo stop tgt
$ sudo mkdir /etc/tgt/conf.d
$ sudo start tgt

Ie, it handles if there is no file or directory.
