For information, there is also another error:

The "apt-get install nova-common" command stops on the message:
DEBUG nova.utils [-] backend <module 'nova.db.sqlalchemy.migration' from '/usr/lib/python2.7/dist-packages/nova/db/sqlalchemy/migration.pyc'> from (pid=21474) __get_backend /usr/lib/python2.7/dist-packages/nova/utils.py:658

In another shell window, I see by using ps that  the "apt-get install"
command is waiting indefinitely on the "nova-manage db sync" command. So
I kill the "nova-manage" command and retry the apt-get install.

Perhaps the "nova-manage db sync" command takes very, very long time and
I'am not quite patient.
