[Bug 858644] [NEW] DRBD Linux Headers Required

Public bug reported:

When installing drbd8-utils on a clean Ubuntu Server installation, linux-headers-server is not listed as a required/dependency package.
Without linux-server-headers, the drbd module will not be built by dkms and attempting to "/etc/init.d/drbd start" would result in a "Can not load the drbd module."
Should the linux-headers-(server/generic/virtual) be included as a dependency?
