[Bug 848932] [NEW] chef support has static mapping for ruby version -> packages

Public bug reported:

there is currently  a 'ruby_packages' dictionary that maps the ruby
version (1.8, 1.9, 1.9.1) to a list of packages that would need to be
installed to get a functional gems.

That won't work for future versions of ruby (ie, 1.9.2). and woudl
require updates to cloud-init to support it.
