[Bug 838959] [NEW] rabbitmq-server startup_log should include a date/timestamp

Public bug reported:

For forensic purposes and general good practice, rabbitmq's starup_log
and shutdown_log should contain a date and time that the service was
started/shutdown. Having to use the logfile's mtime seems sub-optimal.
