Thanks for reporting this bug and helping to make Ubuntu better.

I've tested a bit here, and it is waiting on my systems.  Could you
check to make sure that the acpid package is installed on your guests?
the pre-stop section tries to cleanly shut down guests with 'virsh
shutdown', but that will do nothing without acpid installed in the
guests.  So then after the (default 30 second) timeout it will virsh
destroy the guests.

Could you attach the /var/log/libvirt/shutdownlog.log file from your
host to this bug?

Are exactly are you shutting down?  (I was using the 'shutdown' command)
