This is coded as a feature in qemu-kvm.  While I don't like the behavior
myself, I suspect I need to mark this bug "opinion".  This is not
something I think we want to have different in Ubuntu from upstream
qemu-kvm.  However, if you want to pursue fixing this bug through
upstream, that would be great.
