[Bug 891227] [NEW] nova.conf force_dhcp_release doesn't take any parameter

Public bug reported:

the nova.conf distributed within nova-common, includes the flag
-force_dhcp_release=True

New nova versions (essex-1 and go on), use this flag with any parameter. Please update it to:
--force_dhcp_release
