I have the same problem having upgraded from 10.04 on AMD 64.

I can confirm that:

/lib/security/pam_shells.so does not exist
/lib/x86_64-linux-gnu/security/pam_shells.so does exist

I have carried out update process.

I am still unable to FTP using user accounts.
