[Bug 787891] [NEW] openvpn should soft-restart on interface up

Public bug reported:

Binary package hint: openvpn

When an interface changes (roaming wifi, etc) my vpns are unreachable
until ping-restart timeout is reached.

openvpn.if-up.d should be changed to do a soft-restart
