I have a very similar problem. I can't install apache2 because the same
apache2-commons cannot be fetched. and dpkg --configure -a has not any
output:

$ sudo dpkg --configure -a
[sudo] password for pipole: 

now let's try the install of apache2:

$ sudo apt-get install apache2

Les NOUVEAUX paquets suivants seront installés :
  apache2 apache2-mpm-worker apache2.2-common
0 mis à jour, 3 nouvellement installés, 0 à enlever et 0 non mis à jour.
Il est nécessaire de prendre 220 ko/224 ko dans les archives.
Après cette opération, 2 331 ko d'espace disque supplémentaires seront utilisés.

E: Impossible de récupérer quelques archives, peut-être devrez-vous lancer apt-get update ou essayer avec --fix-missing ?

apt-get update does no good and neither option --fix-missing.

This bug occurs on two different pc on which I did a complete new
install of 11.04 i386. And also on another one which upgraded from 10.10
(i386 too).
