[Bug 774452] Re: php-pear: pecl install reports Call to undefined method PEAR::raiseErro()

In my testing all that needs to be done is:
* add the letter "r" onto line 165 in REST.php
* create /tmp/pear/cache
I have tested installing several packages after doing these steps and it works.
