Hmm, maybe not..

This actually ran, 
$ dpkg --compare-versions "2.7.STABLE7-1ubuntu12" lt '2.7.STABLE7-1ubuntu12.1'

Which should have correctly killed squid before the upgrade, reverting
back to incomplete.
