[Bug 729257] [NEW] enabling INETD_COMPAT in xinetd forces -inetd_ipv6

Binary package hint: xinetd

When INETD_COMPAT=Yes in /etc/dfault/xinetd, the service script
/etc/init.d/xinetd passes the -inetd_ipv6 to xinetd. This is not
configurable. There is no way to say I want inetd compatibility, but no
IPv6.

I do not want any IPv6 active on my system. Please add a separate flag
for IPv6 in /etc/default/xinetd.
