Could you re-try these steps, then do 'apport-collect 801908' ?

Also, please give detailed step by step instructions for how you are
creating this VM, and please give the output of:

  virsh list --all
  ls -l /var/lib/libvirt/qemu

** Changed in: libvirt (Ubuntu)
       Status: New => Incomplete
