Thank you for taking the time to report this bug and helping to make
Ubuntu better.

It looks like the named daemon is trying to access
/var/lib/named/etc/bind/named.conf.

Unfortunately I can't see from the attachments why this is the case.

Please could you attach the following files to this bug report:

  /etc/default/bind9
  /etc/bind/*

Please review the contents of /etc/bind/* before uploading as this could
contain sensitive information
