Thanks for taking the time to submit this bug.

The attached logs don't seem to give any indication of why squid failed
to restart.  Could you please do

   grep -i squid /var/log/syslog > out.log
   ps -ef | grep -i squid > out.ps

and attach out.log and out.ps to this bug?
