  * debian/*.upstart.in: Dont restart upstart jobs if nova
    is misconfigured.
  * debian/rules: Dont start upstart jobs when installing
    nova.
  * debian/copyright: Update copyright info. (LP: #8150051)
  * debian/control: Update VCS info.
  * debian/control, debian/nova_sudoers: Suggest openvswitch-swich
    and add ovs-vsctl to sudoers file. (LP: #816754)
