Thank you for taking the time to report this bug and helping to make
Ubuntu better.

It would appear that another process had locked
/var/cache/debconf/config.dat when you tried to upgrade your system.

fuser -v /var/cache/debconf/config.dat will return the locking process
if any - try killing it and try performing the upgrade again.

Most often, this is only a transient situation and fuser will return
nothing. Simply performing the update again should solve this issue.

Please re-open this bug report if this hasnt resolved your issue.
