Public bug reported:

at first the bind9-host package would hang on unpacking it, I wasn't
able to resolve this with any help on the forums or anywhere so I
rebooted and this allowed synaptics to unpack and attempt to upgrade the
package but Ubuntu reported the package was unable to upgrade.
