As the daemon was by default configured before update

0.56-0ubuntu2

After update to 0.56-1ubuntu2 (no configure screen pops up
#Configuration for the irqbalance daemon

#Should irqbalance be enabled?
ENABLED="0"
#Balance the IRQs only once?
ONESHOT="0"

After update manually running sudo dpkg-reconfigure irqbalance and
choosing yes to both options

#Configuration for the irqbalance daemon

#Should irqbalance be enabled?
ENABLED="1"
#Balance the IRQs only once?
ONESHOT="1"
