Thanks for reporting this bug and helping to make Ubuntu better.

To help us diagnose this, we need a little more information.  How
exactly are you starting the VMs, and how are you restarting them?
Please give us all the full commands and any configuration files you
use.  If you are using libvirt, please give us the
/var/log/libvirt/qemu/XXX.log file where XXX is the VM which failed to
restart.
