Try with another server. LIke you can see, the server you did try is not
up. Try with ntp.ubuntu.com, it's sure working:

jpj at bumba:~$ sudo ntpdate ntp.ubuntu.com
 2 Jan 17:57:23 ntpdate[4605]: adjust time server 91.189.94.4 offset -0.030875 sec

Like I told earlier, I cannot re-produce your bug. If your server is not
able to sync time, check your firewall settings etc, it might be that
firewall doesn't pass ntp traffic.
