[Bug 723603] [NEW] vsftpd no longer supports both anonymous_enable and local_enable

Binary package hint: vsftpd

In 10.04, it is no longer possible to set up vsftpd in such a way that
it allows both anonymous and identified logins.

If you set the following in your vsftpd.conf, local users cannot login.
In older versions, this was still possible.

anonymous_enable=YES
local_enable=YES

Expected:
- both identified (aknaff) and anonymous (ftp) users should log in

What happened:
- identified user (aknaff) could not log in. Setting anonymous_enable to YES enables identified login (aknaff), but (obviously) disables anonymous (ftp) login
