Hello Michel, thank you for taking the time to file this bug report and
help us make Ubuntu better!
The failure seems to be actually in apache, not apr:

Unable to open logs
It would appear that apache failed to start on installation. Do you have
another web server already running on your system on port 80?
If so, you will need to stop that webserver and then finish the
installation with:
sudo dpkg --configure -a
This is not a bug, but a temporary failure due to the system state.
