The problem is also present in Precise.

$ lsb_release -rd
Description:	Ubuntu precise (development branch)
Release:	12.04

$ fancontrol 
Loading configuration from /etc/fancontrol ...
Error: Can't read configuration file

$ apt-cache policy fancontrol
fancontrol:
  Installed: 1:3.3.0-4ubuntu1
  Candidate: 1:3.3.0-4ubuntu1
  Version table:
 *** 1:3.3.0-4ubuntu1 0
        500 http://fi.archive.ubuntu.com/ubuntu/ precise/universe amd64 Packages
