[Bug 831505] [NEW] add-apt-repository blocks cloud-init on oneiric

Public bug reported:

As of rev. 708 of software-properties [1], add-apt-repository now
requires user confirmation before adding a new PPA.  It skips
confirmation if the script is being run without a tty, but the CC module
is calling it with a tty attached.
