[Bug 820699] [NEW] tgt will be stopped but not restarted on transition from runlevel 1 to 2

start on started rc-sysinit
stop on [!2345]

rc-sysinit only happens on bootup, not when changing runlevels. this
should be changed to start on runlevel [2345]
