[Bug 820700] [NEW] vsftpd will be stopped, but not restarted, on transition from runlevel 1 to 2

start on (filesystem
        and net-device-up IFACE!=lo)
stop on runlevel [!2345]

filesystem and net-device-up will not necessarily be emitted again, but
runlevel 1 will cause this job to stop.
