[Bug 820696] [NEW] sheepdog will be stopped but not restarted on transition from runlevel 1 to 2

Public bug reported:

start on local-filesystem
stop on runlevel [!2345]

If the system is put into runlevel 1, sheepdog will be stopped, but on
return to runlevel 2, local-filesystem will not be emitted, so sheepdog
will not be started again.
