[Bug 820685] [NEW] dovecot does not start again on transition from runlevel 1 to 2

Public bug reported:

dovecot's start on uses 'started rc-sysinit' instead of the proper
'runlevel [2345]'. rc-sysinit is not run again after the first system
boot, so on transition from runlevel 1 to 2, dovecot will not be started
again.
