cloud-init could/should try a well-known hostname in addition to the well
known hostname in addition to the well known IP address '169.254.169.254'
to support this.
on EC2, Amazon provides 'instance-data' hostname:
$ host instance-data
instance-data.compute-1.internal has address 169.254.169.254
So that might be a good idea to use that.
