Ok, I must have been mistaken when I marked this bug as Triaged. In
looking at the squid upstart job, it uses the contents of
/etc/default/squid properly, including SQUID_MAXFD.

Also, going forward, the proper way to add commandline args to squid
will be to edit /etc/init/squid.conf, since upstart jobs are
(presumably) much easier to merge changes into than init.d scripts.

Marking this as Invalid, as it seems there's nothing in the package that
doesn't meet the criteria of the bug.
