Thank you for taking the time to report this bug and helping to make
Ubuntu better.

This is due to the upstart job:

  start on (local-filesystems and net-device-up IFACE!=lo)

samba may need to be restarted once an interface is brought up via if
/etc/network/if-up.d/.
