This bug is definitely not fixed in lucid:

root at cacti:~# snmpwalk -v 3 10.0.0.1 | grep Speed
IF-MIB::ifSpeed.1 = Gauge32: 10000000
IF-MIB::ifSpeed.2 = Gauge32: 10000000

root at 10.0.0.1:~# cat /etc/issue
Ubuntu 10.04.1 LTS \n \l
