This bug is reproducible with any existing username which contains
letters "ftp", not only for the ftp user himself:
$ getent passwd | grep ftp
ftpsecure:x:1001:1001:,,,:/var/ftp:/bin/false
ftpuser:x:1002:1002:,,,:/home/ftpuser:/bin/bash
$ sudo dpkg --configure -a
Настраивается пакет vsftpd (2.2.2-3ubuntu7.1) ...
vsftpd group (ftp) already exists, doing nothing.
vsftpd user (ftp) already exists, doing nothing.
gpasswd: user 'ftp' does not exist
