This looks similar to bug 417212.

As in that bug, could you please try:
$ sudo apt-get purge tomcat6
$ sudo apt-get install tomcat6

   Importance: Undecided => Medium

** Changed in: tomcat6 (Ubuntu)
       Status: New => Incomplete
