[Bug 665231] [NEW] cannot create dapper VMs because tzdata does not exist on dapper

Public bug reported:

set_timezone() in 0.12 will run dpkg-reconfigure on tzdata. tzdata
wasn't available until edgy. The attached patch fixes this for me.
