[Bug 661666] [NEW] Add --with-curlwrappers to php5

Binary package hint: php5

I have stumbled quite often over php libraries which needed --with-
curlwrappers . Every time i have to build my own deb files. Could i tbe
possible just to add this switch to debian/rules ? It's a great
feautures, it doesn't break anything nor is it a security problem.
