I'm unable to reproduce this on 10.10. I tried with something like:
while : ; do apt-get install --reinstall apache2-mpm-worker; done
I see messages to the console like:
Preparing to replace apache2-mpm-worker 2.2.16-1ubuntu3 (using .../apache2-mpm-worker_2.2.16-1ubuntu3_i386.deb) ...
* Stopping web server apache2
... waiting ...done.
the 'waiting' and the lack of failure would indicate to me that this is
fix-released.
If you are interested in getting the bug fixed in 8.04, you should
nominate it for that release.
