[Bug 659499] [NEW] /etc/network/if-up.d/samba should check if samba is still installed

Public bug reported:

Binary package hint: samba

I am getting the following error when restarting networking:
/etc/network/if-up.d/samba: 24: /etc/init.d/samba: not found

I have removed samba from this system, and therefore /etc/init.d/samba does not exist anymore.
However, as known from other scripts in /etc, it should check if this init script (or another binary to be executed) still exists (and is executable maybe even).
