It looks like the clamav user was not removed when you purged the old
clamav packages, and then when you tried installing the new packages,
clamav-base postinst script tried to create 'clamav' user, which was
already present so the script exited, and that left the package
unconfigured.

Setting up clamav-base (0.96.1+dfsg-0ubuntu0.10.04.2) ...
adduser: The user `clamav' already exists. Exiting.
dpkg: error processing clamav-base (--configure):
 subprocess installed post-installation script returned error exit status 1
dpkg: dependency problems prevent configuration of clamav-freshclam:
 clamav-freshclam depends on clamav-base (>= 0.96.1+dfsg-0ubuntu0.10.04.2); however:
  Package clamav-base is not configured yet.

Try purging all the packages again, and make sure there's no clamav
user, then try to reinstall the packages. Usually when I do a purge of
clamav (ALL clamav-related packages), I double check that there's no
/etc/clamav, /var/run/clamav, /var/lib/clamav , and no clamav user.
