[Bug 680301] [NEW] DNS Search Domain in instance /etc/resov.conf should be set by DHCP

Public bug reported:

With DISABLE_DNS="N" in /etc/eucalyptus/eucalytus.conf instances
/etc/resolv.conf are missing the "domain" and "search" options ..

The DHCP server config should be aware of the DISABLE_DNS setting and
act accordingly.

This can cause some applications to fail without manually adding an
/etc/hosts entry (For example, Apache ActiveMQ).
